Jan Kotýnek Krotký on who in the European Parliament is driving (or blocking) the EU Treaty reform
Together with Karolina Borońska-Hryniewieckafrom Wroclaw University, Jan Kotýnek Krotký published a new open-access article with the title "Easier said than done: the European Parliament’s entrepreneurs in the treaty change discourse" in the West European Politics journal by Taylor & Francis that dives deep into this question.
They found out that the debate isn’t simply “for” or “against” the reform. They identified four distinct entrepreneurial positions:
- Supranationalists: Advocate for strengthening EU institutions.
- Conditionalists: Oppose abolishing unanimity in the Council.
- Status Quo entrepreneurs: Advocate for preserving the established institutional framework.
- Sovereignists: Resist treaty change in the name of national sovereignty—but interestingly, would support treaty change that returns powers to Member States.
