In their article, Karolína Garančovská and Monika Brusenbauch Meislová examine how the European Parliament constructs the role of citizens in its crisis communication. The study, published in Journal of European Integration, introduces a new Actor’s Agency Model and applies it to more than a decade of press releases and X/Twitter posts (2011–2025).
The findings show that although citizens have become more visible, they are rarely portrayed as having real capacity to act. Press releases tend to cast citizens in passive roles, while X posts assign more active roles that nevertheless fall short of meaningful participation. These patterns raise important questions about citizen involvement and EU legitimacy in times of crisis.
