The publication focuses on the analysis of the nuclear weapons programme development and their production in the states, which are not among the original nuclear powers of the Cold War.  It is characteristic for these state that they were not accepted as the official members of the „nuclear club“ and their nuclear programs were viewed with considerable concern by the international community in the 1990s. The reason of these doubts was, in some cases, mainly the nature of the ruling regimes in these countries, or the questionable rationality of their political elite’s behaviour, inner instability and questions regarding the inner control of these programs and nuclear arsenals. Individual contributions are therefore focusing on the description of historical development of nuclear programs and analysis of motivation to initiate and subsequently to continue in this development. An important part is the analysis of the current status of their nuclar programs, or eventually already existing arsenals, “nuclear doctrines” or at least the possible use scenario, aspects of specific domestic nuclear programs and scenarios of the possible further development.
